I've been living ten years in Germany and I had never heard of DE-Mail - in fact, it's not a Telekom thing - it's a German IT government thing - somehow an attempt to make secure and authenticated e-mail communication a more generalized thing. You cannot register without an Electronic ID, so good thing I got my eID as an European in Germany. More to come in a blog post.
